I. General provisions
1.1. These regulations determine the procedure for the activities of the working group for the implementation of the Digital Television and Radio Broadcasting project to implement the Main Directions of Activities of the Government of the Russian Federation for the period until 2012 (hereinafter referred to as the working group, project, Main Directions).
The main planning document of the project is a map approved by the Chairman of the Government of the Russian Federation, containing a list of goals, target indicators of the project, priority areas, tasks and activities of the project, indicating the timing of their implementation, as well as financial resources and their sources.
1.2. The working group was formed to coordinate the activities of the Ministry of Communications and Mass Communications of the Russian Federation, responsible for the implementation of the project (hereinafter - the responsible executor), and the interested federal executive authorities involved in the implementation of the project (hereinafter - the project participants).
1.3. The working group in its activities is guided by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, as well as these regulations.
II. Tasks and powers of the working group
2.1. The working group is assigned the following main tasks:
ensuring interaction, within its competence, of the responsible executor with project participants in order to develop and agree on a project map, project execution, completion of project tasks and activities on time;
ensuring the development of coordinated actions of the responsible project implementer, project participants, as well as representatives of other executive authorities, legislative authorities and organizations on issues of project execution;
consideration of proposals from the responsible executor, project participants, as well as representatives of other executive authorities, legislative authorities and organizations on issues of project implementation and development of appropriate decisions;
coordination of work on the preparation of quarterly and annual reports on project execution.
2.2. To solve the tasks assigned to it, the working group has the right:
hear at its meetings representatives of the responsible executive and project participants, as well as representatives of other executive authorities, legislative authorities and organizations on issues within the competence of the working group;
consider proposals from members of the working group on the implementation of the project and make decisions on them;
involve in the prescribed manner representatives of interested federal executive authorities, scientific and public organizations, other specialists.
III. Procedure of the working group
3.1. The working group consists of the head of the working group, the deputy head of the working group and members of the working group.
The composition of the working group is approved by the Deputy Prime Minister of the Russian Federation (in accordance with the distribution of responsibilities).*
3.2. The head of the working group is the Deputy Minister of Communications and Mass Communications of the Russian Federation.
Head of the working group:
organizes the activities of the working group and ensures control over the implementation of its decisions;
organizes and conducts working group meetings;
signs the minutes of working group meetings.
3.3. The deputy head of the working group - the executive secretary of the working group is the director of the Department of Digital Television and the Use of New Technologies in Mass Communications of the Ministry of Communications and Mass Communications of the Russian Federation.
In the absence of the head of the working group, the meeting of the working group is held by his deputy on behalf of the head of the working group.

3.4. Members of the working group have the right:

3.5. Meetings of the working group are held as necessary, but at least once a quarter.

3.6. The presence of its members at the meeting of the working group is mandatory.
If it is impossible to attend a meeting of the working group, members of the working group have the right to delegate their powers to other persons, including other members of the working group, having previously notified the head of the working group and the executive secretary.
A meeting of the working group is valid if at least half of the working group is present.
3.7. Preparation of materials for a meeting of the working group is carried out by the project participants, who are responsible for the agenda items, together with the executive secretary of the working group.
3.8. Decisions of the working group are made by a simple majority of votes of the members of the working group present at the meeting of the working group.
Decisions made at meetings of the working group are documented in minutes, which are signed by the chairman of the meeting of the working group.
The minutes of the working group meeting are completed within three days from the date of the meeting. Decisions made at a meeting of the working group are sent to the members of the working group no later than five working days from the date of the meeting.
3.9. Organizational and technical support for the activities of the working group is provided by the Department of Digital Television and the Use of New Technologies in Mass Communications of the Ministry of Communications and Mass Communications of the Russian Federation.
